President Voronin will discuss the resolution of the long-simmering Eurasian "frozen
conflicts" with particular emphasis on the Moldovan-Transdniestrian separatist crisis. The
Eurasian frozen conflicts have been intractable due to their complexity; the Transdniestrian
separatist crisis, for example, includes issues such as the demobilization of Russian troops,
human rights concerns, claims of money laundering, contraband smuggling and allegations of
illicit arms-deals.

are special security considerations.
